BUild EmTos stuff by default

Changes for testing ESS over Centroute.
- Added dtn module
- Added interface for send status information from centroute to layer above

change to the build system to use configure more for native platform.
also sets up several flags to tell whether the platform has various
special libraries.

also separates out clean and help from the rest so that those don't
go thru dependency generation.

configure automatically runs if you don't run it first for the
native architecture.

Latest usability tweaks for the connectivity experiment.  Should be good to go out of the tag

fixed glib make confusion, native mode now uses pkg-config to get
to glib headers.

new feature of build system -- conditional compilation.  A new syntax is
now allowed in BUILD files:

build if MY_ENV_VAR {
   ...
}

which only builds the contents of that build block if MY_ENV_VAR environment
variable is set to 1 somewhere (e.g., Make.conf).

Generation of both the target binaries and the underlying object files are
suppressed.

Using the BUILD_KMODULES variable now has an effect.  Also, the USE_SHARED
variable now prevents shared libraries from being built.  (Previously, they
were built but not used if USE_SHARED was 0.)

Buglet fix -- use $(strip) in ifeq expressions so that these variables are
not sensitive to leading or trailing spaces.

Various other minor fixes for the Cygwin platform also added.

Implementation (non-user-visible) fixes: the internals of the target-list
generation stuff has been significantly cleaned up. The code, and the
generated makefiles, should both be easier to understand.

added overrides for kernel headers for various platforms

enable devfs for the lessgps release

Changes needed to compile the KISS release

made DevFS fusd builds the option not the default.
updated the docs to explain this better
perhaps should override setting for platforms where
devfs support is assumed??

Several improvements to the build system:

* builds shared libraries
* moves all libs into obj.<platform>/lib
* significant improvements to the make.platform file, including
  comments
* supports option to create dynamically linked executables

Also, added -O2 option and found / fixed some uninitialized variables

removed ifndefs that might just confuse people

Turned EMTOS_BUILD off as it should have been (I think I accidentally checked it in as enabled)...

checked-in defaults will change so that you will need to modify your
